Pacificic Island Countries: Crítica


Introducción

Este artículo parte de la lectura de del informe Pacific Island Countries: In search of a Trade Strategy (Link), por el Fondo Monetario Internacional. En el mismo se describe el tipo de economía de las islas del Pacífico, definidas como islas pequeñas o países pequeños. Es una referencia económica que habla sobre la capacidad económica de los países, en función de si pueden desarrollarse. 
El informe trata de ser completo, toma datos sobre las exportaciones e importaciones de los países divididos en si son ricos en recursos o no. 

El informe

Se trata de economías pequeñas con población que vive como hace milenios en las islas, con agricultura y pesca tradicionales, pero también existen ciudades, necesidades energéticas y alimenticias que atender. Participan de la economía mundial como consumidores de energía (petróleo), alimentos (algunos de ellos tienen que importar  hasta el 70% de la comida destinada al turismo) (En Gibson, Dawn (2013): Farm to Table: Celebrating Local Produce and Cuisine, Suva: The University of the South Pacific). 
Sus relaciones comerciales históricas habían sido mayoritarias con EEUU. Pero desde el 2000 van ampliando su mercado hacia a) Australia y Nueva Zelanda; b) China; c) Europa, d)Asia. Sin embargo los países "pobres en recursos" siguen ligados principalmente a EEUU. 
Uno de los principales aportes de la economía de estos Estados viene del turismo, llegando a representar 3/4 partes de los ingresos de las Maldivas. Sin embargo, el turismo también es un gasto. El informe menciona, como hemos visto, que se importa el 70% de la comida para el turismo. Ello le supone a Fiji que de cada dólar gastado en la isla sólo quedan 0,44$ tras pagar por los vienes y servicios importados. 

Las conclusiones del informe

Turismo y agricultura son los únicos aspectos donde pueden competir los PICs con los Estados de su entorno, ya que en servicios, industria y textil no son competitivos, teniendo que importar muchas de estas materias. El informe se basa en esta desigualdad para plantear una forma de recuperar económicamente a los PICs. Desarrollar la agricultura al ritmo del turismo, ponerlo a trabajar con el turismo. 
 Soluciones planteadas desde el informe: A un nivel micro o micronivel- "El desarrollo agrícola requiere nuevas formas de tenencia de la tierra". Entendemos que un nuevo reparto de la tierra en espacios más funcionales, latifundios, cuyo problema es que suponen un nuevo reparto de la riqueza y la tierra, convirtiendo a los pequeños propietarios, a los indígenas y a las tribus en asalariados. Generando nuevos problemas sociales.  
En un nivel macro o macronivel- cerrar acuerdos de libre comercio. Los grandes acuerdos no son malos en sí mismos. Pero no suelen ser una panacea, pues el librecomercio supone exportar una serie de productos y claudicar en otros, sin mencionar los acuerdos colaterales. Veámos un ejemplo tomado del mismo informe. 
El Acuerdo Multifibras , fue dañino para las pequeñas economías, pues las puso a competir sin protección alguna con los países productores de textiles, como India, Indonesia y China, destruyendo un empleo no rentabe en las pequeñas islas. Por ello la industria textil, que tenía mercado interno en muchos países pequeños, desapareció. 

Aunque interesante el modelo de análisis de datos planteado por los autores, la teoría gravitacional (basada en la ley de la gravedad, se aplica al comercio midiendo resistencia, fricción, distancia entre países, e introduce una serie de variables que actúan de fricción, acuerdos bilaterales/ bloques económicos, impuestos especiales, etc.). Sin embargo se aplica a lo que pudiera ser, dando unos coeficientes raros de aplicar y poco explicados. Introduzco esta explicación pues habla de éxito económico en función de la cantidad de comercio movido desde los países. Pero no se analiza el reparto, las ganancias para el Estado o la igualdad de las mismas. No es un planteamiento socialista, pero podría serlo. Está planteado a nivel de la economía nacional. Si el dinero no revierte en el país tampoco es útil, porque convierte al país en una granja del extranjero, algo que no enriquece al país sino a determinados círculos del mismo.

Mis conclusiones.

Estoy de acuerdo con que se pueden desarrollar iniciativas, si es que estas son necesarias. Si la agricultura tradicional funciona hay que primarla, que las familias que viven de ella puedan seguir haciéndolo y que se mejore su rendimiento sin agotar los suelos. 
Pero, en lugar de integrar a los gobiernos de los países pequeños a través del libre comercio habría que hacerlo desde el mercantilismo, desde el proteccionismo, pues se trata de economías no competitivas pero que tienen personas que necesitan vivir. Por tanto, un modelo de autosubsistencia alimenticia, al menos hasta donde pueda llegar con la pesca, la agricultura y el ganado porcino (que es el mejor adaptado a la zona). 

El turismo. Sí. Pero teniendo cuidado con el desarrollo de infraestructuras. La teoría dice que cuando se construye una infraestructura se inhabilita un territorio para otra finalidad que la de la infraestructura creada. Si se construye un pantano no se puede cultivar, si una ciudad crece junto a una mina, una vez abandonada la mina la ciudad desaparece. Si se debe cultivar que se proteja también la tierra cultivable. 

Si no el mayor problema uno de los mayores problemas problemas (junto a la subsistencia) es la energía. Ya existen motores eólicos que aumentan la potencia, violando la Cuarta Ley de la Termodinámica, del mismo modo que existen turbinas dobles para aumentar en un 60% el rendimiento del carbón en polvo, con la finalidad de favorecer el transporte entre islas. 

Los PICs deberían o podrían formar su propia organización regional entorno a estas ideas, proteccionismo, autosuficiencia alimenticia, producción de energía, y mantenimiento de sus ingresos por el turismo y algún comercio. No deja de ser cierto que deben importar muchos productos industriales del exterior y eso requiere efectivo para realizar los intercambios.
Finalmente los Estados deberían en la medida de sus posibilidades mantener reservas económicas para los tiempos de crisis, especialmente climáticas, que eventualmente azotan al Pacífico.

1.      Introduction
To do this research I was working with information from different newspapers to explain the context in which the current Iraqi situation or scenario was created. It is about a civil war. I will try to clear the situation and then I will try to offer some kind of negotiated solution.

2.      The context
The context in Iraq from December 2013 to June 2014 is a Civil War between many actors. In one side we can find the Maliki’s government, in the other there are many forces are identified, the ISIS (Islamic State of Iraq and Syria), the former Baaz officers and generals, parts of the Sadam Hussein’s army, moderate Islamic ulemas and movements, tribal groups and the people opposite to the regime.
The State created after the US occupation is a sectarian State dominated by a Shi’i government. During 2011 appear pacific manifestations against corruption and sectarian policies that denied the option to Sunni parts to have a role in government. Maliki’s regime bombarded the protesters during the following year, Hawiya in April and Ramahdi in December[1]. In addition other problems are “the lack of basic supplies as Education, Health Service, Human Rights violation, unemployment”[2].     
The situation has a main actor, the ISIS. It was created in 2004 as Monotheism and Jihad Group, and then they united to Al-Qaeda the same year. Not much time ago the new called ISIS has split up its relation with Al-Qaeda. It is suppose that the ISIS is more radical than Al-Qaeda.
 In December 2013 the ISIS’ army took Faluya, in al-Anbar province. During February the Iraqi army bombarded Faluya to take it, but it failed. Using as pretext the manifestations and ISIS offensive in al-Anbar province the Maliki’s regime has begun to describe the scenario as a terrorist situation to provide an international support to the regime and to present himself as and an anti-terrorist fighter[3], even if he has bombarded the pacific protestors.
10 June 2014, the ISIS took Mosul and its province of Niniveh[4]. After the first confused news the action seems clearer. It was an alliance between many forces. It is mainly an alliance between the ISIS and the Baaz group of Ezzat Ibrahim al-Douri. In fact the current governor of Mosul is Azhar al-Obeidi, former general of Sadam’s army[5]. With the occupation of Mosul the ISIS has took heavy vehicles, tanks, weapons and ammunition, and 3 helicopters[6]. Few hours after the fall of Mosul the ISIS occupied Tikrit.
Nowadays the ISIS is a strength army which fights in Syria and Iraq. In according to Charles Lister, Brookings Doha Centre researcher, the ISIS has 6000 fighters in Iraq and other 7000 in Syria. In the first State they can fight against the week Iraqi army, but in Syria, where the control a half of Aleppo, are contained by al-Assad’s forces because in the second case they fight against a united army which counts with an operative air force[7]

This is the territory occupied by the ISIS.
The international situation is extremely complicated. The US said that they cannot, neither to take part with this Army, but the president sent an aircraft carrier to the Gulf[9]. Iran has sent adviser and three brigades of Iranian Republican Guard to Bagdad, where the Iraqi army is entrench itself against a possible offensive from the ISIS. The Chinese and Russian governments have offered their support to legitimate government of Iraq.

3.      Final Scenarios
An option, suggested by several experts, was to divide Iraq in three parts, the Kurdish State, the Sunni State and a Shii State. But this idea implies to negotiate with a considered terrorist group. Iran cannot lose its ally.
Another scenario could be the entire occupation of Iraq by the Baaz-ISIS forces to create a new State, with a half or entire Syria. This option means that the States will not do any form of intervention in Iraq. But this could create a strong State with access to petroleum from Mosul and Kirkuk and sea borders in the Mediterranean Sea and Persian Gulf. In addition it does not offer an ending of sectarian violence between Iraqis.

4.      Who are the possible actors to negotiate? How should the negotiation be done?
The Bagdad regime of Nouri al-Maliki, recently re-elected prime minister of Iraq and a coalition of the other forces. These forces are the protestors of northern-centre part of Iraq, the tribes, the Iraqi Revolution Military Council (which groups the military councils of former army), the Patriotic Nationalist and Islamic Front (around the Baaz party) Muslim Ulema Organization.
I believe in this war scenario it is impossible to send an army force, even if this force come from Chapter VII of UN Charter. The UN will not impose targeted sanctions against the money and arms suppliers because, if we accept the information, are Dubai and Saudi Arabia[10], important allies of the US.
In this scenario many actors should work as a whole: UN, Arabian League, Iran, Turkey, Kurdish Autonomous Region of Iraq, to perform and persuasion negotiation. Following the testimonies of Iraqi people they only want a State without a foreign occupation, the end of civil war, the building of core services and a plenty politic pacification without a sectarian and corrupted policy.
To reunite the parts, to accord an armistice, and to begin peace conversations it is necessary to sit ensemble the parts, and to establish a new Constitution written by all the Iraqi groups. It is the only way to stop the terrorist offensive against Iraq and to stop the dangerous alliance between the Baaz and the ISIS.
